Dover, DE — In response to recent federal health care changes, Delaware Insurance Commissioner Trinidad Navarro and the Delaware Department of Insurance are reassuring residents about insurance coverage for vaccines and immunizations.
“Vaccines save lives,” said Commissioner Navarro. “They also save money by preventing costly diseases, keep health care more affordable, and protect our limited health care capacity. But most importantly, they save lives.”
Delaware Residents Concerned About Vaccine Access
Many Delawareans have expressed concerns that they might lose coverage for essential immunizations, including the COVID-19 vaccine. Commissioner Navarro confirmed that several commercial carriers have already committed to maintaining their current level of vaccine coverage. The Department continues working to ensure all insurers provide clear information to policyholders.
National & Local Insurance Providers Respond
AHIP (America’s Health Insurance Plans), a national association, emphasized that “maintaining robust immunization coverage continues to be a top priority” and encouraged Delaware residents to talk to their health care providers about vaccines.
Aetna CVS Health confirmed that they will continue covering approved vaccines, including COVID-19, with no cost-sharing for insured plan members. They noted, however, that self-funded employer plans determine their own coverage.
AmeriHealth Caritas stated their vaccine coverage remains in line with the Affordable Care Act’s (ACA) preventive care requirements and encouraged residents to consult with health care providers.
Delaware First Health (Centene, Celtic, Ambetter Health of Delaware) reaffirmed their commitment to covering COVID-19 and other vaccines in alignment with public health guidance.
Highmark reported no changes to their vaccine coverage or medical policies.
UnitedHealthcare confirmed there have been no immediate changes and pledged to continue monitoring federal and state guidance.
Cigna, while a member of AHIP, has not yet shared coverage commitments. The Department of Insurance will provide updates if and when Cigna issues a statement.
State Commitment to Protect Coverage
The Department of Insurance will continue working with state and federal partners to ensure Delawareans have access to immunizations. If insurers adjust their coverage, the Department is prepared to consider regulatory or legislative solutions to protect residents.
Please note: This advisory applies only to Delaware’s commercial insurance market. It does not extend to self-insured employer plans or Medicare Advantage plans, which are not regulated by the Delaware Department of Insurance.
